How the rose acquired the meaning

Greek and Roman mythology already linked it with romance and passion, but the association was not fixed until the Victorian era.

That period's moral strictness produced floriography — the language of flowers — as a way to communicate what could not be said aloud. Individual flowers were assigned meanings and dictionaries were published to codify them, so a bouquet or a single stem could carry a message discreetly.
