The design
Hong Li's graphic reading of Old Glory, with "FREEDOM" below the flag in an understated gray. The American flag stamp is close to an annual fixture, and this is the booklet version of the 2023 issue.
No formal first-day ceremony was held; the 2023 flag stamps were released at Freedom, Maine, on April 10.
Flying the flag at half-mast
President Dwight D. Eisenhower established the first official half-mast policy on March 1, 1954, as a mark of respect for principal officials and former officials of the U.S. government and for the Governors of states, territories and possessions.
The custom now covers a wider range of solemn occasions. In 2020 President Donald Trump ordered flags to half-mast for Americans lost to COVID-19, saying the nation mourned every life taken by the pandemic and shared in the suffering of all who endured illness from the outbreak.
The reason changes; the effect does not. A lowered flag asks everyone who sees it to pause, and to remember that they stand together as Americans.
