What the Congress did
Delegates from 12 of the 13 Colonies met in 1774 to work out a common response to mounting threats to colonial liberties. They condemned taxation without representation and called for a general boycott of British goods. They also issued a declaration of rights — life, liberty, property, trial by jury — that became part of the groundwork for government through the Revolution.
Reading the stamp
The art quotes from the Congress's letter of protest to the King of England. The twelve stars count the Colonies that sent representatives; Georgia, which did not endorse the protest, sent none.
