The flag on this stamp is knit, and it is not the star-spangled banner of the anthem. It follows the 1777 flag resolution instead: thirteen alternating red and white stripes for the original colonies, and thirteen stars "white in a blue field, representing a new constellation."

About that star pattern

The 1777 resolution never specified how the stars should be arranged. Five staggered rows alternating three and two was one common early answer, and it is the one shown here.
