The single most useful fact about USPS pricing is that almost every service has two prices: what you pay at a counter, and what you pay through a commercial account.

The gap is not trivial.

Media Mail is the widest gap — commercial pricing is well under two-thirds of retail. If you ship books or recorded media in any volume, that difference alone justifies setting up an account.

What each class is for

Priority Mail Express — the only class with a guaranteed delivery date. Includes $100 of insurance and free tracking, delivers 365 days a year to many locations, and carries up to 70 lbs. Sunday and holiday delivery available for a surcharge. It is also the most expensive thing the USPS sells.

Priority Mail — priced by zone, from Zone 1 (local) to Zone 9 (furthest). The further it goes, the more it costs — except in flat-rate packaging, where anything that fits ships for one price up to 70 lbs. For anything dense or long-distance, flat rate is usually the answer. Free boxes, envelopes and tubes, at the counter or ordered online.

First-Class Mail — 1–3 days in practice, capped at 3.5 ounces, and notably priced independently of distance. Coast to coast costs the same as across town. Postage includes forwarding and return. No tracking as standard; Certified Mail adds a record from $4.00.

Media Mail — priced by weight rather than distance, up to 70 lbs, and much cheaper than any parcel service. Slow by design, and content-restricted.

Periodicals — newspapers and magazines.

Parcel Services — the umbrella covering Bound Printed Matter, Media Mail and Library Mail.

What actually qualifies for Media Mail

The restriction is real and enforced. Eligible content:

  • Books of at least 8 pages
  • Films 16 mm or narrower
  • Printed sheet music and test materials
  • Video and audio recordings
  • Scripts and manuscripts
  • Printed educational reference charts, including medical flip charts
  • Computer-readable media

Advertising is not eligible, which is what disqualifies most catalogues and anything with promotional inserts tucked in.

Less well known: there are dedicated high-denomination stamps for the flat-rate services, so you do not need a printed label or an account.

Why the USPS prices the way it does

Worth knowing, because it explains the structure. The Postal Service receives no tax funding for its operations — it covers costs from postage and product sales — while carrying a universal service obligation to reach every address at a reasonable price.

That means delivering to every location in the country, including territories and to personnel overseas, at rates that do not reflect what those deliveries actually cost. It is also why private carriers hand the USPS their last-mile deliveries in rural areas: the network already goes there.

It is among the largest employers in the country, including close to 100,000 veterans.
