Presorted Mail: What the Discount Requires and Whether It's Worth It

Presorted Mail: What the Discount Requires and Whether It's Worth It

Presort pricing is the largest postage discount available to a commercial mailer, and it is not a discount in the ordinary sense. You are being paid to do work the Postal Service would otherwise do — sorting mail into the sequence its network wants.

Whether that trade is worth taking depends on volume and on how much of the work you can automate.

What you have to do to earn it

Meet a minimum quantity. Presort pricing starts at volume thresholds. Below them the option does not exist, which is why this is a commercial-mailer topic rather than a small-office one.

Standardize and validate every address. Addresses must be current and correctly formatted against postal address data. This is usually the step that determines whether a mailing qualifies at all.

Sort into the required groupings and bundle or tray them the way the standards specify — by ZIP, by carrier route, in the sequence and containers required.

Submit documentation with each drop, describing what is in it.

Miss any of these and the mailing is either rejected at acceptance or priced at the ordinary rate, which removes the entire benefit.

How you pay for it

Presorted mail is usually paid by permit imprint — a printed indicia instead of a stamp, drawn against an account. That is what most bulk marketing mail uses.

There are also precanceled presorted stamps, which carry the presort rate and are physically applied. They require a permit and adherence to the same preparation rules, and they matter for one specific reason: appearance. A physical stamp reads differently from a printed indicia.

The trade-off nobody puts in the spreadsheet

Presorted mail looks like bulk mail, because it is. An indicia in the corner tells the recipient this went to thousands of people, and a meaningful share of it gets binned unopened.

A real stamp on a hand-addressed envelope produces a materially higher open rate. For a large low-margin mailing, presort economics win easily. For a smaller list of high-value prospects, the postage saving is trivial against the lost responses.

The sensible structure for most organizations is both: presort for volume mail, ordinary First-Class stamps for the targeted list where response rate dominates.

The Technical Guide to Presorted Postage Stamps for Marketing Standards

Speed is part of the deal

Presorted and Marketing Mail classes are not expedited. Delivery windows are longer and less predictable than First-Class, particularly during peak periods.

For a campaign built around a date — an event invitation, a time-limited offer — that variability has to be planned for, or paid around by using First-Class instead. This is the constraint most likely to catch a first-time presort mailer.

Where the standards live

Preparation requirements are technical and they change. USPS PostalPro is the authoritative source for the specifications, the USPS Notice 123 charts carry the prices, and the Postal Regulatory Commission publishes rate changes ahead of time. Service alerts are worth watching for regional delays that affect drop timing.

Buying the stamps you still need

Even a heavy presort operation buys ordinary postage for everything that falls outside the bulk stream. Buy it from a supplier who issues a commercial invoice from a verifiable US business address, and buy ahead of rate increases — Forever stamps hold their value against future adjustments.

Genuine secondary-market sourcing supports roughly 10–20% off. Anything substantially deeper is not a supplier you found first; genuine stamps carry phosphor tagging that sorting equipment checks on every piece, and untagged stock is pulled rather than delayed.

The short version

Presort pays you for sorting work, and it demands clean addresses, correct bundling and documentation to collect. It wins on large low-margin mailings and loses on small high-value ones, where a real stamp gets opened and an indicia does not.
