Almost every problem with holiday postage comes from buying it in December. Designs have sold out, counters have queues, and urgency is what makes a bad listing look acceptable.
Buy in November or the first days of December and none of those apply.
In person versus online
Buying in person — a post office, a warehouse club, a pharmacy or convenience store — means you see the designs, you leave with the stamps, and there is no delivery to wait for. Against that: some retailers add a markup, seasonal designs go early, and December queues are real.
Buying online means comparing prices properly, ordering at any hour, and getting better prices on volume. Against that: you wait for delivery, shipping may be charged separately, and the risk of counterfeit or poor-quality stock is concentrated in exactly this channel.
The sensible combination is to order the bulk online in November and keep a book bought locally for whatever you forgot.
One thing to be clear about
You will occasionally read that the USPS quietly discounts postage and that its statements to the contrary should be ignored. That is not true, and the advice is worth rejecting on its own terms.

Anyone telling you to distrust the official position is usually about to sell you something. The official position happens to be accurate.

Forever stamps carry a one-ounce letter whatever the rate becomes, so a November purchase is protected against any subsequent adjustment. Classic flag designs, seasonal issues and floral or animal series all cost the same, and the seasonal ones are the only category with genuine scarcity.
Buying without getting caught
- Be wary of postage that is very cheap. Below the surplus band it is counterfeit, expired denominated stock, or stolen.
