Special-rate stamps hold their stated value. Two-ounce, additional-ounce and non-machineable surcharge stamps stay valid for the rate printed on them indefinitely, exactly like a Forever stamp.

Once you know stamps do not expire, one sales pitch collapses immediately: "expiring stock, must clear, 50% off."
There is no such thing. No genuine seller has postage that is about to become worthless, because that condition does not exist.
