The phrase "global stamps" gets used for two entirely unrelated things, and mixing them up leads to a letter that does not arrive.
Global Forever stamps are a USPS product: a single stamp that covers a one-ounce letter to almost any country. That is postage you buy to send mail.
World stamps are stamps issued by other countries. They are things you collect. They cannot be used to send mail from the United States, and a foreign stamp on a US-posted envelope is simply not postage.
If you are mailing internationally
You need a Global Forever stamp, or enough additional postage to reach the international rate. A domestic Forever stamp does not cover it — this is the single most common international mailing error, and it results in the letter arriving postage-due or not arriving.
The Global Forever stamp works like the domestic one: it stays valid as the international rate changes, so buying ahead protects you the same way.
One more asymmetry worth knowing: you cannot pre-pay a reply from overseas with US postage either. If you are enclosing a reply envelope for someone abroad, it needs stamps from their country.
If you are collecting
World stamps are a genuinely rewarding thing to collect, and for reasons that have nothing to do with postage.
They record history from inside it. Anniversaries, political transitions, technological milestones — issued at the time, by the country in question, reflecting how it saw itself at that moment.
They are national self-portraits. Landmarks, dress, dance, wildlife. What a country chooses to put on its postage is a statement about what it wants to be recognised for.
They carry causes. Many countries issue semipostals — stamps sold above face value with the difference going to conservation, health or humanitarian programmes.
Joint issues exist. Two countries release the same design on the same day, which is a small piece of diplomacy conducted in print.
They are commissioned artwork. Illustration, engraving and typography at a scale that leaves nowhere to hide.

For collecting, the useful distinction is between mint stamps bought as postage and stamps bought as collectibles — the first come from a postal service or a surplus channel at or below face, the second from dealers at whatever the market bears.
If you plan to use them, buy postage. If you plan to keep them, buy from someone who describes condition accurately.
